CAAP requires drones to be registered, their owners to get a license as well
The number of drones have been increasing recently in the country and while owners are happily flying their beloved drones anywhere in the city or on rural areas, CAAP is busy on preparing a regulated drone flight mandate in the Philippines.
The Civil Aviation Authority in the Philippines (CAAP) now released a new memorandum that will regulate the use drones or what the agency considers an unmanned airial vehicle (UAV) anywhere in the country.
Under the new mandate, drone owners will have to secure one of the three required certification CAAP before they can use their drones.
- Flight crew license with command intrument training
- Military qualification equivalent to a license
- Air traffic control license
The above certification is just one of the requirements for flying a drone. CAAP will also require owners and users to provide a detailed description of the drone unit and what is it for. Additionally, users and owners will have to complete and pass a series of UAV operation proficiency exams and at least 5 hours of UAV operation training experience outside a control airspace.
UAV Controllers and operators are all required to follow the rules and regulations implemented by CAAP, included in these regulations are restrictions on where users and operators could fly their drones. The new mandate explicitly specifies which areas users are off limits to fly drones which includes: airports, near military basis and training camp, the presidential palace, the presidents’ house, and other no-fly zone areas where rules are appropriately applicable.
Unauthorized use and operation of UAV’s and Failure to follow CAAP’s mandates will result to a fine which will cost between 300,000 to 500,000 Php on every unauthorized flight depending on the grave of violation.
