Just recently, we secured our police clearance for personal purposes. A police clearance is usually required when applying for a job—whether locally or abroad—or when involved in legal matters such as accidents, among others.
Now, securing a police clearance in Cebu City has become more streamlined, thanks to the Philippine National Police’s (PNP) National Police Clearance System (NPCS). This system allows applicants to initiate the process online, significantly reducing the time spent at police stations.
Before we begin, let us define what is a police clearance:
A police clearance is an official document issued by the Philippine National Police (PNP) that certifies whether a person has a criminal record or not. It is often required for employment, business permits, travel, and other legal processes.
In this article, we’ll provide you with a step-by-step guide to securing a police clearance in Cebu City.
Step 1: Register Online via the NPCS Portal
Start by visiting the National Police Clearance System (NPCS).
- Create an account by registering your email and setting a password.
- Verify your email by clicking the link sent to your inbox.
- Log in, then fill out your profile with the required personal details.
Tip: Use a valid and active email address. This will be used for all system notifications.
Step 2: Schedule an Appointment
Once registered, proceed to set an appointment.
- Click on “Clearance Application.”
- Select your preferred police station in Cebu City.
- Choose an available date and time.
- Confirm your appointment.
Step 3: Pay the Clearance Fee
The standard fee is ₱150 as of May 2025. Payments are made through the Land Bank of the Philippines ePayment Portal.
- Click on “Click here to pay.”
- Choose from the available payment methods (e.g., GCash, BancNet, over-the-counter).
- Save your reference number and payment receipt.
First-time job seekers: you’re may be exempted from fees under RA 11261. Bring a Barangay Certification as proof.
Step 4: Visit the Police Station
On your appointment day, go to the police station that you selected.
Bring the following:
- A valid government-issued ID (original and not expired)
- Your reference number
- Proof of payment (screenshot or printed receipt)
Once there:
- Your biometrics (photo, fingerprints, signature) will be captured.
- The system will check for any “hits” or criminal records.
No-hit applications are usually processed quickly. If there is a hit, additional verification may be required.
Step 5: Claim Your Police Clearance
Once cleared, your police clearance will be printed and issued to you.
- Validity is 6 months
- Make sure all personal information on the document is correct before leaving.

A: Government-issued IDs like Passport, Driver’s License, SSS/GSIS ID, PhilHealth, TIN, PRC, Voter’s ID, or the national PhilSys ID.
Q: Can I walk in without an appointment?
